Paul Craig is a retired Senior Fellow at the University of Illinois in the Institute of Government and Public Affairs, as the Director of the Office of Public Leadership. In addition to this leadership role, Paul taught courses on the language and strategy of leadership, strategic planning, and managing change. In 1990, he and three of his university colleagues, created a unique leadership program centered on great works of literature, on biographies of accomplished men and women, and on historical chronicles of significant events in history. The cadre of scholars who collectively created this program came from the disciplines of English, History and Political Science. This program was followed in 1993 by the creation of a leadership development program titled The Athenian Leadership Society, now the sole property of the International Institute of Municipal Clerks. Today, the Athenian Leadership Society anchors the leadership development initiative of IIMC.

Since his retirement from the University of Illinois, Paul continues to present leadership dialogues for elected and appointed leaders and professional societies, at various sites in the United States. He has written extensively on the role of language in leadership, on critical thinking, and on the dynamics of organizational change. When he is not teaching, he fills his days with great books, fine wine, gourmet food, collecting art, and sharing intellectual experiences with the most important person in his life, who keeps him grounded and focused, his wife, Malinda.

Retired City Clerk and IIMC Parliamentarian
From the City of Bay City, Michigan
Connie M. Deford is a Professional Registered Parliamentarian and has served as the President of the National Association of Parliamentarians as well as the President of the Michigan State Association of Parliamentarians.

Connie retired as City Clerk of the City of Bay City, MI. She was voted Michigan’s City Clerk of the Year. In 1999, she received the prestigious Quill Award from the International Institute of Municipal Clerks.

In order to retain the Professional Registered Parliamentarian title, a member must complete a retention course within every 6-year period. Connie has held the PRP title since 1989 and has taught or completed required courses to retain that title until 2025.

Connie serves clients throughout the United States, including IIMC. She continues to teach parliamentary procedure at various institutes and in local jurisdictions.

Bob Geiger is the Vice President of Municode’s national sales executive team and manages the sales effort for all Municode product divisions.
Prior joining Municode in 2018, Bob Geiger was the founder of an innovative hydration company for outdoor recreation and US Military use (2009-2018). From 2003-2009, Bob served as the sales manager and operations officer for Descente ski wear’s North American Division. During Bob’s time with Descente ski wear, he helped revolutionize the mechanisms for retail web sales for North America’s (Canada and US) ski industry in order to help protect and strengthen local, specialty retail shops. From 1998-2003, Bob served as a rifle platoon commander and battalion operations officer in the United States Marine Corps. During his last 2 years of military service, Bob served on the national marketing staff for the US Marines and managed the Marine Corps’ official website Marines.com, national lead generation effort for its recruiting program, and national marketing initiative for NASCAR.
Bob is a graduate of Boston University and the United States Naval Academy (Annapolis) where he served as the Honor Chairman. He was born and raised in Ogden, Utah and now lives in Providence, Utah with his wife and four sons.

Kent Julian is a lot of things… devoted family man, champion swim coach, CSP professional speaker with the National Speaker Association, fish-taco lover, and proud bald guy. Yet, this hasn’t always been the case. Kent started out as an at-risk child with severe learning challenges and SAT scores so low that he had to take Development Studies just to get into college—on probation.

From these humble beginnings, Kent went on to graduate with honors in both his undergraduate and graduate studies. He led several large youth organizations in order to help teenagers who struggled just like him. This work eventually led him to become the Executive Director of a national youth association. During this time, because of all his work with Millennials and Millennial-focused organizations (as well as his 13 years of coaching Millennial swimmers), Kent ended up writing his dissertation on the challenges and opportunities of leading Millennials.

After 20 years in non-profit work, Kent changed directions and launched two successful businesses. Now, with his expertise in creating DREAM-to-DO work cultures, he is privileged to speak, write, and consult leaders and teams all over the country on the topics of employee engagement, the multi-generational workforce, and high performance.

Municipal Clerks work in multi-generational cultures and are required to perform at a high level in order to stay engaged and motivated. The kind of personal and professional development that Kent shares will encourage and empower attendees not only to be better workers, but will help them "live it forward" into their best selves.

Ashley earned her bachelor's degree in Business Management from Montana State University in 2012 and her Master of Business Administration degree from the University of Montana in 2017.

Steve Kent is the Chief Administrative Officer of the City of Mount Pearl in Newfoundland and Labrador, Canada. He is the former Mayor of Mount Pearl, former Deputy Premier of Newfoundland and Labrador, and former Minister of Municipal and Intergovernmental Affairs.

Steve is focused on building community and connections within his city and around the world. In all capacities, he has worked to balance the needs of individuals with the needs of the community, and works to strengthen all of the communities he serves.

Steve’s vision is to make Mount Pearl the smartest little city in Canada. He would love to talk to you about potential opportunities and partnerships.

Steve holds a Bachelor of Business Administration degree and Certificate in Public Administration from Memorial University, and a Masters degree in Management from McGill University.

Earlier in his professional life, he served as CEO of Big Brothers Big Sisters of Eastern Newfoundland and Manager of Corporate Development at Stirling Communications International. Steve also started The FOCUS Group, providing management and marketing consulting for both the private and community sectors. He and his wife own FOCUS Driver Training Incorporated and Maritime Driving School Incorporated, which operate Young Drivers of Canada centres in Newfoundland and New Brunswick.

Steve has a long history of community involvement. He is currently a member of the Rotary Club of Waterford Valley, the Mount Pearl Lions Club, and the Knights of Columbus, and he supports the local arts community and sports groups. He led Scouts Canada for four years as Chief Commissioner and Chair of the Board of Governors and is currently Past Chair of the Board. Steve also serves as Chair of the National Board of Directors of Big Brothers Big Sisters of Canada.

Steve lives in Mount Pearl with his wife, Janet, and their three sons, Ben, Ciaran, and Sam.

Charles E. Tokar, JD, MPA, MMC is currently serving as the Mayor of
his hometown of Chicago Ridge, having been elected in April of 2013.
Prior to that, he served as the Village’s elected Clerk/Collector and the appointed Budget Officer since 1989, and before that, as a Village Trustee, having first been elected in 1975. Chuck received his BA in Political Science/ International Relations from Knox College in Galesburg in 1975.

He became an Attorney in 1978 (Northern Illinois University), and in 1992
received a Masters Degree in Public Administration from Governor’s State
University.

As a member of the Municipal Clerks of Illinois, he has served on numerous Committees, as District Director, Secretary, Vice President and two terms as President. He received the Illinois Clerk of the Year Award in 1999, and served as Chair of the Illinois Clerks Institute Training Committee. In 2002, Chuck became the 16thMaster Municipal Clerk in Illinois.

Mr. Tokar’s involvement with the International Institute of Municipal Clerks has also been very extensive, culminating in 2007 with his being elected President of IIMC. More recently, he was Chair of the IIMC Chicago 2009 Conference Steering Committee, and was a member of IIMC’s International Relations Committee. He also was instrumental in establishing IIMC’s Athenian Leadership Society, was in the founding group of Fellows inducted into the Society, and continues to facilitate leadership dialogues for his fellow Clerk professionals around the country.

Finally, Chuck is most proud of having received IIMC's highest honor, the Quill Award, at the 2013 Annual Conference in Atlantic City, where he was also granted an honorary lifetime membership in IIMC.
