Paul Craig

Paul Craig is a retired Senior Fellow at the University of Illinois in the Institute of Government and Public Affairs, as the Director of the Office of Public Leadership. In addition to this leadership role, Paul taught courses on the language and strategy of leadership, strategic planning, and managing change. In 1990, he and three of his university colleagues, created a unique leadership program centered on great works of literature, on biographies of accomplished men and women, and on historical chronicles of significant events in history. The cadre of scholars who collectively created this program came from the disciplines of English, History and Political Science. This program was followed in 1993 by the creation of a leadership development program titled The Athenian Leadership Society, now the sole property of the International Institute of Municipal Clerks. Today, the Athenian Leadership Society anchors the leadership development initiative of IIMC.

Since his retirement from the University of Illinois, Paul continues to present leadership dialogues for elected and appointed leaders and professional societies, at various sites in the United States. He has written extensively on the role of language in leadership, on critical thinking, and on the dynamics of organizational change. When he is not teaching, he fills his days with great books, fine wine, gourmet food, collecting art, and sharing intellectual experiences with the most important person in his life, who keeps him grounded and focused, his wife, Malinda.

From the City of Bay City, Michigan
Connie M. Deford is a Professional Registered Parliamentarian and has served as the President of the National Association of Parliamentarians as well as the President of the Michigan State Association of Parliamentarians.

Connie retired as City Clerk of the City of Bay City, MI. She was voted Michigan’s City Clerk of the Year. In 1999, she received the prestigious Quill Award from the International Institute of Municipal Clerks.

In order to retain the Professional Registered Parliamentarian title, a member must complete a retention course within every 6-year period. Connie has held the PRP title since 1989 and has taught or completed required courses to retain that title until 2025.

Connie serves clients throughout the United States, including IIMC. She continues to teach parliamentary procedure at various institutes and in local jurisdictions.

Mayor/Retired Village Clerk
From the Village of Chicago Ridge, Illinois
Charles E. Tokar, JD, MPA, MMC is currently serving as the Mayor of
his hometown of Chicago Ridge, having been elected in April of 2013.
Prior to that, he served as the Village’s elected Clerk/Collector and the appointed Budget Officer since 1989, and before that, as a Village Trustee, having first been elected in 1975. Chuck received his BA in Political Science/ International Relations from Knox College in Galesburg in 1975.

He became an Attorney in 1978 (Northern Illinois University), and in 1992
received a Masters Degree in Public Administration from Governor’s State
University.

As a member of the Municipal Clerks of Illinois, he has served on numerous Committees, as District Director, Secretary, Vice President and two terms as President. He received the Illinois Clerk of the Year Award in 1999, and served as Chair of the Illinois Clerks Institute Training Committee. In 2002, Chuck became the 16thMaster Municipal Clerk in Illinois.

Mr. Tokar’s involvement with the International Institute of Municipal Clerks has also been very extensive, culminating in 2007 with his being elected President of IIMC. More recently, he was Chair of the IIMC Chicago 2009 Conference Steering Committee, and was a member of IIMC’s International Relations Committee. He also was instrumental in establishing IIMC’s Athenian Leadership Society, was in the founding group of Fellows inducted into the Society, and continues to facilitate leadership dialogues for his fellow Clerk professionals around the country.

Finally, Chuck is most proud of having received IIMC's highest honor, the Quill Award, at the 2013 Annual Conference in Atlantic City, where he was also granted an honorary lifetime membership in IIMC.

Leticia Vacek began her municipal career with the City of Harlingen, leaving her position of Assistant City Clerk in 1988 to join the City of McAllen.In June 1990, she was appointed McAllen City Clerk.Leticia served as Civil Service Director and Director of Administration overseeing the Media Relations Office, the City’s Cable Network Office, Mail Center, Vital Statistics Divisions, and Office of the City Clerk.

In June 2004, Leticia was appointed San Antonio City Clerk by the Mayor and City Council. In San Antonio, Leticia leads a team of 34 and is responsible for the management of over $9.2 million operating and revenue budget during election years spread over the Vital Records, Passport, Archives, Records Management, and Legislative Divisions. The Passport Acceptance Facility was implemented in May 2012 and has produced over $4.7 million in new revenue.In October 2012, the Vital Records Division was transferred under the direction of City Clerk Vacek.All audit findings were rectified and numerous awards have been earned since the transfer.The Vital Records Division has produced over $12 million in revenue since the transfer.

Leticia earned the Texas Registered Municipal Clerk Certification in 1990 (No. 207), has recertified 5 times and is currently working on her 6th recertification. She is a member of Texas Municipal Clerks Association having served on the TMCA Board of Trustees, Certification Committee, among other committees.She has also co-authored several editions of the TMCA Handbook.Leticia has been honored as Chapter Clerk of the Year by the Lower Rio Grande Valley and Alamo Chapters.In 2009, Leticia was selected as TMCA’s Texas Municipal Clerk of the Year.

Leticia has been a member of the International Institute of Municipal Clerks (IIMC) since 1989 and has served on various IIMC Committees.She earned the IIMC’s Certified Municipal Clerk (Oct. 1993) and Master Municipal Clerk (Jan. 2012) designations. In 2016, Leticia was awarded IIMC’s Excellence in Governance Award.In May 2018, Leticia was elected to the IIMC’s Board of Directors representing Region IV.

Leticia is also a member of the Association of Records Managers and Administrators – San Antonio Chapter and served as Vice-President.She has Co-Chaired the ARMA Austin–San Antonio Spring Seminar for several years.

Leticia has received numerous honors and is proud of being named 2014 “Texas Preservation Hero” by the San Antonio Conservation Society and inducted into the San Antonio Women’s Hall of Fame.Leticia is the only City Clerk to have been asked to play the role of the “City Clerk” in the movie “Texas Cotton” which made the 2018 Austin Film Festival.

Leticia is a Phi Theta Kappa Graduate with an Associate of Applied Science Degree from South Texas College.She also earned Bachelor and Master Degrees from the University of the Incarnate Word where she was recognized as 2012 Outstanding MAA Student.

Undaunted Courage: The Pioneering First Mission to Explore America’s Wild Frontier by Stephen Ambrose



Early in the 18th century, Napoleon’s dream of establishing a French-colonial empire in North America began to collapse. Unsuccessful attempts to put down a revolt in Saint-Dominque, and escalation of the conflict with the United Kingdom, created a financial crisis for France. These events led to the sale of the Louisiana Territory to the United States for $15,000,000. With this purchase, the United States acquired 828,000 square miles, which nearly doubled its size. President Jefferson wanted control of the Mississippi River port of New Orleans and with the Louisiana Purchase he got New Orleans plus a land connection all the way to the Pacific Ocean.

In 1803, Jefferson commissioned the Corps of Discovery as a unit of the United States Army and named his personal secretary, Captain Meriwether Lewis to lead the expedition from Wood River, Illinois to the Pacific Ocean. Captain Lewis chose William Clark as co-leader of the expedition. On May 14, 1804, the Lewis and Clark Expedition departed from Camp Dubois at Wood River, Illinois, beginning the two-year, four month and ten-day trek to the Pacific Ocean. Undaunted Courage is their story.

It is about heroism, tragedy, continental expansion and the subsequent shaping of America. It is a story that reveals the intellectual curiosity of President Jefferson and his dedication to building a great nation spanning more than 2,600 miles between two great oceans. Its story is told through a cast of characters that include numerous Indian Chiefs, an amazing Shoshone Indian girl, Sacagawea, and the leaders of the Corps of Discovery, Meriwether Lewis and William Clark. At this time in the history of North America, no one knew what to expect in the wilderness that included a vast continental prairie, nearly insurmountable mountains, and a wild northwest river that carved out its route from the Rocky Mountains of British Columbia to its Pacific estuary, at the border of modern day Oregon and Washington. In the early 18th century, there were many who believed that dinosaurs wandered the western landscape of North America and believed its indigenous people were savage, warlike and lacked any ability to function as a society. The uncertainty and danger that faced The Corps of Discovery has only one parallel and that is the modern day NASA Space Program.

With courage and determination, Lewis and Clark led a successful expedition to and from the Pacific Ocean. The most notable testimony to their leadership and survivor skills is that they completed this incredible journey suffering the loss of only one member of their expedition.
